Over the years, I’ve been fortunate to have participated in campaigns that: expanded oversight of tax subsidies for manufacturing; created construction apprenticeships for public housing residents; regulated commercial sanitation companies; secured commitments by New York City and New York State to reduce their carbon footprint; protected legislation that reduced New York’s jail population; increased funding for mental health and harm reduction programs; curbed the surveillance of noncitizens by private immigration bond companies; and won humanitarian protections for Black migrants and asylum seekers; and much more.

Carl Hamad Lipscombe is a policy and communications strategist, movement builder, writer, creator and educator who has worked at the forefront of immigration and criminal legal system reform, racial equity, and economic justice for over 20 years. Previously, Carl led media, legislative and public education campaigns as Deputy Director of the Black Alliance for Just Immigration and helped manage the prosecution, bail reform, and public defense portfolio at Arnold Ventures. Earlier in his career, Carl served as a public defender at The Bronx Defenders; designed and implemented advocacy and communications strategies for local, state, and national coalitions focused on workers’ and immigrant rights, housing, environmental justice, and displacement; coordinated a citywide nonpartisan voter engagement table; and worked as a security guard and street vendor.


Carl’s work has been covered by numerous outlets including The New York Times, Wall Street Journal, MSNBC, BBC, and NPR, amongst others. His writing has appeared in Time, The Hill, Think Progress, and City Limits, and cited by federal courts and in academic journals. Carl is the recipient of .fellowships and awards from the Rutgers Center for Security, Race, and Rights, Hernan Lopez Family Foundation, Charles H. Revson Foundation, and The Opportunity Agenda, amongst others


Outside of his work at Envision Freedom Fund, Carl is a lecturer and the Practitioner-in-Residence in the MPA program at the Colin Powell School for Civic and Global Leadership at City College. Carl earned a law degree from Cardozo School of Law, a bachelor’s degree in philosophy from Brooklyn College, and a certificate in Nonprofit Leadership from Fordham School of Social Service. He has also studied juvenile justice and youth development at Rutgers University and urban policy at NYU.
